Alaska regents approve program-based tuition for fall 2027

The university also adopted a budget request, distinct from a final state appropriation.

The University of Alaska Board of Regents approved a shift toward program-based tuition during its Nov. 4-6 meeting in Fairbanks, the university announced Nov. 6. The new structure and rates are to take effect for the fall 2027 semester.

The policy combines tuition and academic surcharges into a single rate tied to a student’s program. Undeclared students and those outside a program will pay an undeclared rate. The university says the change will make a larger share of student costs eligible for financial aid; it does not establish that every student’s total bill will fall.

Regents also approved a fiscal 2028 operating-budget proposal seeking an additional $22.2 million in state funding for compensation and other operating-cost increases, plus $26.7 million for priorities including recruitment, workforce programs and research. Those amounts are requests, not an announcement of enacted state funding.

Proposed workforce investments include support for students in nursing pathways and expansion of air traffic control training. The university says added capacity could increase annual bachelor’s-level nursing enrollment by as many as 75 students. That figure is an expected capacity gain, not a count of students already enrolled.

The capital budget includes $60 million for top-priority deferred maintenance, with work directed first toward high-risk roofs, mechanical and electrical systems, and life-safety needs. The university said those systems are prioritized because failures could close buildings or disrupt operations.
